According to news received by Taptan news agency large scale arrests continue in Balochistan, and during the past few days dozens have been arrested for cooperating and distributing the CDs of BPRM ( Baloch People Resistance Movement) in Balochistan.



Criminal zabolis and Iranian Revolutionary Guards are in a mission of arresting Baloch youth, putting them behind the bars and torturing them till death, during the past few days dozens of young Baloch have been arrested in the cities of Iranshahr, Chabahar, Sarbaaz, Sarawaan, Khash and Zahedan while the previous arrested Balochs are still not released and are in detention.



Iran thinks that by arresting the youth they can create a atmosphere of fear between the people of Balochistan, so the Baloch people will not fight for their rights,if so then Pakistan would have crushed the growing Baloch movement for Independence ages ago, but she has tought wrong because these arrests has only added to the hate of people towards the criminal zabolis and Iran, so it will cause more people to go in the battlefield and fight for a democratic Free Balochistan.



Now the Baloch youth is tired of the non-human and anti-human behavior of Zabolis and are ready to join the rank of BPRM to fight for the independence of their motherland Balochistan.

Chief Of Jhalawan Or National Traitor?


Balochistan is burning from last 62 years by the bless of Pakistan.Pakistani state terrorism is on peak,millitary operation spreaded in all over Balochistan.Morethan 500,000 displaced in different places with no shelter & food,thousands got martyred,about 8000 shifted to unknown millitary torture cells.Family members are waiting for their loved one's without knowing either they are alive?or died in the holy torture cells of Islamic Republic of Pakistan?


Pakistani government has already decided to crush Baloch nation in order to plunder natural resources.In reality rulers love the Baloch land but not Baloch nation.Islamabad promised several mega projects in Balochistan,but in actual these projects are tool to extend the slavery.


If Gwadar port will be the source of economicall revolution in Balochistan so why an army cantonment is necessary in Gwadar?The old population will be shifted to ''Fishermen Town''as mentioned in master plan of Gwadar.The new housing schemes will be populated by punjabis & indian mohajirs,while Baloch will be limited to''Fishermen Town'' as today facing same sort of problems in Karachi.Why an army cantonment needed right besides''Sui Gas Plant''?Why a cantonment is must in Kohlu?


These are the projects to weaken the Baloch nation politically as well as economically,they want to make us slave and dependent for next 62 years.State has hired several so called nationalist for performing this duty.These tribal chief's turned blind,dumb and deaf,they are unable to see the worse situation of Baloch,they cant hear the cry of nation,they got no courage to speak a word against the brutality of the state.Baloch nation being displaced,killed,kidnaped and tortured by the army of ''Islamic Republic of Pakistan''.After such a cruelity what action taken by respected ''Tribal Chiefs''.Did they take the revenge of displaced peoples?Did they take the revenge of missing persons?Did they take the revenge of martyrs?Did they take the revenge of sister''Zarina Marri'' who is sexually harassed in millitary torture cell and many others we even dont know their names.But unfortunately the ''Balochi Gherat'' (honour) of tribal chief is missing somewhere or sleeping.The provincial minister chief of Jhalawan Sanaullah zehri loosing strong hold in his area after the successful freedom movement.Baloch people already boycotted him in Balochistan now in his own constituency.The state and his terrorist army failed to crush Baloch resistance movement for Independence.Now Pakistan using her play cards in name of ''Balochi honour'' to turned a war of independence into a tribal war.Sanaullah zehri said in his recent press statement''My Balochi honour allows me to send my tribesmen in Mengal's territority.He added that'' he will fight with strength,the entire land will be full of dead bodies,and i will not be responsible of killings.''


The entire Baloch nation is in state of war,but tribal chief never contributed or ''Balochi honour'' never violated by the sins of state.But today he is becoming a hurdle in baloch national movement of independence.He is diverting a political matter into a tribal war,which is not in the interest of nation.If he will comitt this blunder on instructions of state so Baloch nation will never forgive him and history will not remembered him as ''Chief of Jhalwan'' but as a ''national traitor''

Balochs in karachi being victimised for their national heritage


Members of a governing political party assaulted the Balochs , who were informing the representative of the High court of Pakistan about the illegal constructions on their ancestral land. According to the eye witnesses of the incident, at the time when the residents of Gatter Baghecha, an old town in Karachi where Baloch people are thought to be living for decades, came to explain the court’s representative about the illegal constructions done on their land a large group of the members of a governing political party Muthahida Qaumi Movement (party which belongs to the ethnic groups which miagrated from the eastern parts of India) assaulted the residents.


The members of the party chanted slogans for their leader and warned the people in front of the police and other security forces that Karachi belongs to them (M.Q.M.) and as quoted by one of the witness they (members) said “ We would do whatever we want, and if you refuse there wont be anyone to bury your bodies”. The security officials at the incidents preffered to stay quite which proved their loyalities towards the governing party, the Baloch residents of the place are under immense pressure from the mentioned racist party which has complete support of the government institutions.


Jawwad Baloch: The leader of the mentioned party is presently a resident of London, U.K., and we here appeal to the locals of U.K. to force the English government to take neccasary actions rather than proving the leader with an political assylum.


Pak-Paramilitary implemented a Curfew in Tump occupied Balochistan


According to the reports received by Sagaar an unofficial curfew has been implemented in the area of Tump, Balochistan. The announcement was made from the loud speakers of the mosques in the area, which announced shot at sight for the people who violated the curfew, the residents of Tump are asked not to leave their houses after 5 evening till morning or else they would face fatal consequences, this announcement was made by Pakistan army and a large number of force has also been deployed in the area.


In order for the viewers to have a better understanding of the consequences of this decision of Pakistan army, they should be knowing that in Balochistan the houses are built far apart from each other and the houses are mostly one room buildings where a father lives in one room and the son in another with a distance of 50-100 meters of his house, In the similar way the kitchens are built with similar distances which means that after the financially broken Balochs of Tump would enter the one roomed homes at the evenings would be literally in a “jailed” condition. The people would not also be able to go to offer their prayers once the curfew time starts.


This attempt of Pakistan can be seen as an attempt to jail whole cities in order to suppress the voice of Baloch nation, and this act shows how much is the army afraid of common people of Balochistan who are though bare handed but have a weapon of faith in their struggle of freedom and international peace.

US threatens airstrikes in Balochistan


(Sep 28, 2009) LAHORE: The United States is threatening to launch airstrikes on the Taliban leadership in Quetta, the Times reported on Sunday. The threat comes amid growing divisions in Washington about whether to send more troops or reduce them and start targeting the terrorists. In a leaked strategic assessment of the war, top US and NATO commander in Afghanistan, General Stanley McChrystal warned that he needed reinforcements within a year to avert the risk of failure. Although no figure was given, he is believed to be seeking up to 40,000 troops by the end of this year. Last week McChrystal denied any rift with the administration, saying “a policy debate is warranted”. The Biden camp argues that attacks by unmanned drones on Pakistan’s Tribal Areas, where many Al Qaeda leaders are thought to be hiding, have been successful. Sending more troops to Afghanistan has only inflamed tensions. The Times story quoted “senior Pakistani officials in New York” as saying that the US had asked to extend the drone attacks to areas of Balochistan, including Quetta. There has been tacit cooperation over the use of drones although publicly Islamabad denounces their use. Some British officials told the Times drone attacks on Quetta would be “unthinkable”. Western intelligence officers have alleged that Taliban sympathisers have helped some of the insurgency’s leaders to move to Karachi, where it would be impossible to strike. daily times monitor.

Balochistan biggest problem, says Gilani


MULTAN - Terming the Balochistan issue as the biggest problem being faced by the country, Prime Minister Syed Yousuf Raza Gilani has said that all out efforts will be made to settle the problem amicably.

“We’ll have to act like big brother to eliminate the sense of deprivation among Baloch people. They have been neglected for the last 62 years, but now the government is determined to resolve all their problems,” he said while talking to the journalists at the circuit house during his two-day Eid visit to the his native City. During his stay, the premier also addressed a public gathering, held a meeting of the PPP’s MNAs and MPAs, attended briefings and met with public delegations.

He said the timeframe to resolve the issue would be announced after consulting all political leaders and stakeholders, including the PML-N, after Eid.

He announced that the recommendations of the committees formed earlier and those working on the Balochistan issue right now would also be taken into consideration.


Comments by Ali Raisi: I think at last the Pakistani establishment have come to the conclusion, keeping Balochistan occupied will be a very expensive affair to hold. It should be clear to them, in this struggle the Baloch and Balochistan have nothing to lose but to gain. Because what the most precious they have had, it has been their sovernity and indepence. What was left to them, slavery, humiliation for such a proud nation that it had never prior to that had bowed to somebody, suffering daily atrocities, disappearances, imprisonment, and even the occupying force did not respect her signature on the holy Quran!!! The same blasephemy the occupying force committed towards the Baloch by martyring Shahid Nowroz khan, have taken the Pakistan back, and she is paying the price. The Baloch in this struggle have no palaces to lose, no fatty bank accounts to be empetied, the big position to lose. No hugy pugy to bother about. But instead the Baloch will get it`s dignity by achieving and deciding over his own destiny like all other free nations.

It will be best when they have the chance, free willing to leave the baloch soil and withdaraw their occupying forces and save the face in order to get some favor from the free independent Balochistan and secure good neighborhood relation with Baloch people.

The Pakistani establishment, have to keep in mind after the baloch independence, it will not be the Baloch who will be in need of Punjab, but Punjab, will need balochistan for her energy needs, and his man power to be employed the Baloch country. Sooner your occupying forces leave balochistan, the better chances you leave to save your face and get favors. Otherwise, you have to thank yourself what will happen.

The Pakistan establishment have to remember, nation in the world, no matter big, or power it may have been could keep another small, tiny and weak nation in her custody and enslavement

You have no chance and no future by holding on the occupation of Balochistan.

Each day, you keep your occupying forces in Balochistan, you bleed, you suffer. But the baloch no, they are waging a defensive war for their dignity for breaking the chains of slavery. In each and every culture, this type of defensive war for national freedom is holy and admirebale. If you do not believe me, see the Algerian war for independence, the Zimbabowian war for independence, look to the Vietnames war for national independence. Let us not travel far away, your own wing of East Pakistan. How brave they were who stood against your mighty forces and kicked you forces with an injured ego? Your occupying forces ego was so damage, til day today, they can not rise their heads as men. Are you going to experience this once again? Hafeze Shiraz said in his poems which i translate it for you. He said it in Persian this way: AZMODEH RA AZMODAN, KHATAST!!! It means, the most stupid thing in life is that, when some is tried, some body trys to test it again.

If you are not sure to make a decision, let me assure you, that the Baloch do not need to have the most powerful army of the world to crush your occupation will. It is enough every day, the Baloch kids in every parts of Balochistan throw smal stones to your occupying forces. For how long you can stay there and bear the stones of these kids? Your occupying forces get tired, but not the Baloch kids. Why? Because these kids are staying at their homes and defending their huts!!! Yes, so simple our defensive war for our dignity is.

I want to belive, that there are some people in your establishment, that they have their senses intact. What the intact senses mean here? Yes, these senses should tell you, that why you the Punjabis should be superior to the Baloch? Are you better creation? Are you more handsome that to keep us enslaved? Yesterdays slaves in Africa, sorry for this example, but has been a fact, are free. They, yesterdays slaves are running their own affairs. And there in yesterdays slave black Africa, have risen 43 independent countries, big as small. We, are not less than any other people of the world. We have the record of having a kingdom at least for 500 years, while you by a conspiration, got the right to rule an artificial country for just little over 62 years.

So, I call upon, conscience, think again, once again. Do you think you can keep us enslaved any longer? If your answer is yes, then you are deadly wrong. You are being forced today, to think about this occupation. Tomorrow you will be thrown away from Balochistan, face down. At that time, your regret can not save you.

So, when you have realized now, that the Pakistan`s main problem is Balochistan. You have choice, and a bold choice, be a brave occuppier, and announce a date, that you free willing, pull out your occupying forces from Balochistan. By doing so, we will recall you a more fair colonial power than your master colonial power, the British!!!

Mr. Gilani, be bold and wise,dare, announce a date for pull out of your occupying forces from Balochistan. By doing so, you will avoid more bloodshed from poor innocent Baloch and your occupying forces.

Your annexation of Balochistan, was the biggest mistake of the so called Islamic Pakistan. It will be very good for everybody, you by pulling out your occupying forces from Balochistan, correct that mistake.

Long Live Free and Independent Balochistan, either the enemies like or not.

A Perspective On Baluchistan Part I Manu Sharma


World has forgotten the movement of brave people, the Baluch, trying to carve out their true identity as equals and independents among the world's nations.


WHILE THE world has focused its attention on Pakistan in recent months, particularly on Islamabad's military operation against the pro-Taliban militants in the North Western Frontier Province and the Federally Administered Area (FATA), it has forgotten the movement of brave people, the Baluch, trying to carve out their true identity as equals and independents among the world's nations.


The Baluchistan conflict is between the Baluch sardars and the Pakistan government in their struggle for preservation of tribal autonomy and feudalism. The controversial history of the north-western region dates back to the time when the Durand Line was drawn by the British in 1893, dividing the Pashtun and Baluch tribes of the area into the international borders of Iran, Afghanistan and what later became West Pakistan (present day Pakistan). The Baluchs found their nomadic ways disrupted by this division and were unhappy with the outcome. While the British and later the Pakistan state, have always maintained that the Baluch are mostly tribal, backward, illiterate, village people who have no sense of governance, rule of law and democracy, we Indians feel otherwise. Our point of view is that they are culturally rich people who had kept their ancient traditions alive till today.


Afghanistan also objected to the inclusion of ethnic Pashtun and Afghan areas into present day Pakistan. When India and Pakistan gained independence, provinces were given the choice of either joining Pakistan or India or being independent. Khan of Kalat, Mir Ahmed Yar Khan declared Kalat's independence. The Governor General Lord Mountbatten decided that the province would not survive as an independent entity and that offer was taken off the table due to Jinnah's intervention. The Baluchs preferred independence foremost and had chosen India as the second choice these demands were not acknowledged.


We Indians stand behind the Baloch. We may consider ourselves as separate countries but our hearts are one. Our relationship is based solely on mutual love, trust and understanding with great respect to each other's sentiments, culture, age old traditions and religion. Our relation goes way back centuries when India was the only neighbour of Baluchistan.


The struggle for freedom of Balochistan has been going on since the early 1960s. The lack of development in this impoverished province, which is ironically the richest of Pakistan's four provinces in natural resources, has left it fighting for its survival. This region is not only strategic to our national interest but also stands high on our list as an independent nation.


Pakistan is only after the regions strategic value and wealth and does not hold the people of Baluchistan with any respect. The two reasons of Pakistani control are


Its rich natural resources like gas, gold and copper. The province, however, benefits little from these resources as they end up with the state government. The Baloch also get no royalty from gas while other resources are also silently siphoned away. Adding to its woes are tribalism, illiteracy and corruption at administration level.


Baluchistan was forcefully annexed with Pakistan, through a military operation, on March 27, 1948 due to its strategic value.


Pakistan's army has committed many atrocities here. They denied every right to the Baluch people. They colonised their motherland, looting and raping as their prime motto and the problems of Afghanistan are of only Pakistani origin. The following have been the key conflicts against oppression here:In April 1948, the Central government sent the Pakistan army who forced Mir Ahmed Yar Khan to give up his state. His brother, Prince Abdul Karim Khan, decided to carry on with the struggle and on the night of May 16, 1948, he decided to lead a separatist movement against the Pakistani government with the help of leading members of nationalist political parties-the Kalat State National Party, the Baluch League and the Baluch National Workers Party for the creation of an independent "Greater Baluchistan." Apart from his political motives, the Prince was a member of the royal family and the former governor of the Makran province.


1958-59: Nawab Nawroz Khan took up arms in resistance to the One Unit policy, which was designed and initiated by the federal government to suppress and eliminate an armed struggle in the garb of eliminating feudalism and ethnic divides and prejudices. The Pakistani army butchered his followers and those left were charged with treason and hanged. Khan later died in captivity with a dream of an independent Baluchistan.


1963-69: After the second conflict, the army was sent here to build new garrisons, to fortify and strengthen their illegal position. Sher Mohammad Bijarani Marri led like-minded militants and started a guerilla warfare against the establishment of these posts by creating their own posts of freedom struggle, spreading over 45,000 miles (72,000 km) of land from the Mengal tribal area in the south to the Marri and Bugti tribal areas in the north. The Army brutally suppressed the struggle by slaughtering people belonging the Marri tribe. This insurgency forced the withdrawal of "one Unit Policy" in 1969. This eventually led to the illegal recognition of Baluchistan as the fourth province of West Pakistan.


1973-77: Dismissal of the provincial government in 1972, led to armed insurgency. Pakistan lied to the world and on a wrong pretext that Iraq was supporting Baluchs living in Iran, took it as ruse to invade the tribes in order to suppress them. Khair Bakhsh Marri formed the Baluchistan People's Liberation Front (BPLF), which led large numbers of Marri and Mengal tribesmen into guerilla warfare against the Central government. The army killed tens and thousands of tribesmen.


2004-to date: In 2005, the Baluch political leaders Nawab Akbar Khan Bugti and Mir Balach Marri presented a 15-point agenda to the Pakistan government. Their stated demands included greater control of the province's resources, protection for the Baluch minority and a halt to the building of military bases so that they could free their people from Pakistani slavery. In August 2006, Nawab Akbar Khan Bugti, 79 years old, attained martyrdom figting against the army.


Norway to raise Arjemandi issue during UN assembly


Norway said it will take up the issue of one of its nationals, who went missing after being abducted by the Pakistani Military Intelligence in the restive Baluchistan province more than six weeks ago, at a meeting with Pakistan foreign minister during the United Nations General Assembly in New York.

A senior official of the Norwegian embassy in Washington DC said his country's foreign minister Jonas Gahr Støre would raise the issue of the abduction of Ehsan Arjemandi, 34, with his Pakistani counterpart Shah Mehmood Qureshi when the two meet during the UN general assembly in New York.

Ehsan Arjemandi was abducted by a team led by Military Intelligence officer Major Mohammed Shahid, who is posted in coastal Mekran Division, local Baluch sources said.

"We do not know if he is alive or dead," his brother Ali Arjemandi said on phone from Oslo.

But Oslo which gives as much as 800 million krones to Pakistan each year in humanitarian assistance was confident Islamabad would not take such an extreme measure against one of its national. "After all this pressure, we do not think they would take such a radical step," the Norwegian official said.

At least two Baluchistan ministers, Mir Zafarullah Zehri and Ehsan Shah -- both with known contacts with officials of the Military Intelligence and infamous Inter Services Intelligence -- had without success tried to arrange a meeting between Ehsan Arjemandi and one of his brothers, Musa Arjemandi who travelled to Quetta from Oslo for his brother's freedom.

Ali Arjemandi said his brother's case is being handled by Iqbal Haider Advocate, who is trying to get a First Information Report lodged against his abductors. There are little chances of justice for those who are abducted and made to disappear in Baluchistan by the Pakistani intelligece spooks.

Since Pakistan is a rogue state, officials of the supra state Military Intelligence and ISI seldom acknowledge their extra judicial acts. On April 3, when three prominent political activists Ghulam Mohammed Baluch, Lala Munir Baluch and Sher Mohammed Baluch were abducted their lawyer Kachkol Ali tried to register an FIr against the intelligence sleuths and bring the matter to the notice of the judicial authorities without success. The badly mutilated bodies of the three were found four days later.

On top of the killings by the intelligence sleuths, Pakistan home minister announced a reward for those providing information about the killers of the three activist.

Though a civilian government is in place in Pakistan for more than one-and-half years, Occupied Baluchistan is primarily being run by the powerful military and para-military forces and intelligence sleuths under the colonial. cantonment policy.

Arjemandi had obtained his visa on Juy 23 from the Pakistan embassy in Oslo and had arrived in Pakistan three days later. He was returning after visiting relatives and friends in the Makran towns of Mand and Turbat. He was returning to Karachi when a mixed convoy of Military Intelligence sleuths and police abducted him after stopping the bus he was travelling in at the Zero Point in Uthal.

He is on medications and his family is extremely concerned about his fate. Arjemandi's relatives in Karachi had tried to lodge a First Information Report, but police rejected their appeal.

Later on August 23 a leader of the Baluch National Movement Rasool Baksh Mengal was abducted by intelligence officials from the same area from where the Military Intelligence abducted Arjemandi. His mutilated body was found hanging from a tree 40 miles away.

In a letter to to Pakistan chief justice Iftikhar Chaudhry, Ali Arjemnndi sought the help of the highest court for his brother's freedom and asked him to order the Pakistani authorities to produce him in front of a court if he committed any crime or release him.

"The only crime he has committed is that he is a Baluch," Arjemandi's brother wrote to the chief justice.

Ehsan Arjemandi was active in Europe to expose the human rights violations of the Baluch people by the Islamic Republics of Pakistan and Iran. He is a former general secretary of the Greater Baluchistan Organization.

Even prior to the kidnapping of Arjemandi, Norway had raised the appalling human rights situation in Baluchistan at the two-yearly meeting in Islamabad. Norway's assistance is based on respect for human rights.

Baluchistan is in the throes of a bloody military operation for five years now. The Texas-sized territory was annexed against the wishes of the Baluch people on March 27, 1948.
Tens of thousands of Baluch have been killed in their struggle for independence since then.

Meanwhile, two presiding council members of the DC-based American friends of Baluchistan called upon the Norwegian government to cut off all aid to Pakistan without further delay.

"The Baluch have the greatest regards for the state, government and people of Norway who are beacons of human rights for all nations. Please help end torture and disappearance of Mr. Arjemandi and at least two thousand other Baluch patriots," Rasheed Baluch of Dallas, Texas, and Ghafoor Baluch of Miami, Fla., urged.

University of Balochistan (Zahedan) is not for Baloch students and Balochs have never benefited from the university. Zahedan is the largest student city in Iran after Tehran, among the thousands of students in the University there is not even a thousand Baloch students, perhaps the University of Balochistan is only there to develop persian culture in Balochistan, thus they look after this University more than any other and last year it was introduced as the most beautiful University in Iran and even more beautiful than the Wollongong university Australia.

This University has nothing in common with Balochistan or one can say that it has no relations with Balochistan or even nothing to do with Balochistan and Baloch culture.

United Nations peace keeping force should be deployed in Balochistan; Baloch’s list of disappearances is getting longer says BNP, Mengal leaders


Pasni: (September 19, 2009) Habibi Jalib Baloch stated, “our party will not be part of any negotiations with Islamabad till end of Balochistan’s military operation, withdraw of forces, and act to bring the disappearance people in surface”. He is the central general secretary of the Balochistan National Party (BNP, Mengal).

It’s our demand that the United Nations peace keeping forces should be placed and the aggression forces should be withdrawn. He further stated that Musharraf (former President, Dictator of Pakistan) left a gap between federation and provinces, he was freely let go by (present Pakistani civilian rulers) while he ran away from the country with ease.

In Balochistan day by day the list of disappearances is increasing. He stressed according to the United Nations charter of rights that in any region of the world, if nations are being oppressed and kept as a slave, they have rights to demand for the separation and establish their own separate state. May be the Pakistanis, have in mind, to convince or tell to their Baloch counter part, ok, we accept that Pakistan’s attitude and behavior towards the Baloch, have been, cruel, unfair and violent. And this time, we will do our best to correct those mistakes, and we the Pakistani establishment are ready to meet your demands of full autonomy, ok?

Then, what this argument in practical terms, mean for the Baloch? It is crystal clear, that it means, accept, that we the Pakistanis, want to keep enslaved for another definite time. And a Balochi kid, understand, that holding talks with Pakistan for less that full independence, means, accepting the status quo, of today and remain enslave. And let the Pakistan, to destroy the culture and national identity and change Balochistan` s homogenous demographic state against the interests of Baloch and Balochistan.

The question remains, is there any Baloch, to accept this? Is there any Baloch go for so called full autonomy and remain enslaved again? Who wins in this situation, the situation, remaining in the so called Pakistani federation? It is definitely clear, the winner is Punjab. Because, Balochistan remaining in the federation of Pakistan, is a vital interest for Punjab. Balochistan, has a little population, compare to Punjab or any other province of Pakistan, and has natural resouces, which could feed a population of a billion people. So, how Punjab, is ready to give it up so easily.we all and the world knows that Balochistan, not by the consent of it`s people have been occupied by naked force. So from the beginning this annexation, according to all norms, and international laws and agreements, an unlawful act.

The Baloch, should by all available sources they have help and support their defensive forces. And no Baloch is allowed to hold talks with Pakistan, aiming keeping Balochistan in Pakistani federation, because Baloch never accepted that. If there will be any talk, it`s goals and agenda should be announced prior to any meeting, and the aim and goal should be independence of Balochistan, nothing else. And these talks should be open, supervised by international body like The United Nations, EU and UN Security Council and not in Pakistan."

The entire world is open to us, why should we confine ourselves to this country – Nawab Khair Buksh Marri


KARACHI: Nawab Khair Bakhsh Marri is seen as the kingpin of the radical Baloch nationalist movement, which explicitly demands an independent Balochistan. Although the veteran Baloch leader appears to be living a quiet life in Karachi’s posh Defence Housing Authority for the past several years, his admirers as well as rivals view him as one of the key players of the separatist movement, operating from behind-the-scenes. The shadowy militant Balochistan Liberation Army (BLA) – which is waging a low-intensity insurgency in the rugged mountains of Balochistan, as well as targeting government installations, officials and security forces in the cities – is dominated by his Marri tribesmen.


An enigma to many of his contemporaries, Nawab Khair Bakhsh Marri was a key leader of the 1973-77 Baloch insurgency that saw an estimated 50,000 Baloch fighters taking up arms against the Pakistan Army. Thousands of people were killed in the insurgency, including hundreds of security personnel. The Marri tribe spearheaded the movement, which was supported by a handful of Pakistani leftists as well as by the now-defunct Soviet bloc. KB, as he was popularly known at the time, was languishing in prison during that entire period, along with several key leaders of the banned National Awami Party including Ghous Bakhsh Bizenjo and Ataullah Mengal under the Hyderabad conspiracy case. Once freed by the former military dictator General Zia-ul-Haq, KB flew to Europe for a brief stop over and then went into self-imposed exile in Afghanistan, along with his tribesmen.


He returned to Pakistan in 1991, only after the Soviet-backed Kabul regime was close to collapse. He was briefly arrested on charges of being involved in Justice Nawaz Marri’s murder, but was released in 2002, following which he moved to Karachi. Ill-health and old age have ostensibly removed him from the political scene, but he is still idolised by many Baloch nationalists.


His arrest during Musharraf’s tenure fuelled anger among many of his tribesmen, who, once again, went on a confrontationist path. These included his son Balach, who was killed in 2007 in a controversial military operation.


Unlike conventional tribal and feudal politicians, who are fond of lengthy political arguments and discussions, KB remains a man of few words. He speaks in a soft voice, but his one-liners are often filled with sarcasm, bitter wit and irony.. He knows the art of answering a question with a question. From his calm body language and the gentle tone of his voice, he appears to be a gentle person, but appearances are often deceptive. Old age, exile, arrest and personal losses have in no way mellowed him. He is still as uncompromising and unbending as he was in the 1970s. He continues to chase his dream of an independent Balochistan, which has eluded him all his life and still remains a mirage.


EXCERPTS FROM THE INTERVIEW


Q: For a fairly long time, you have not been visible on the political scene. What’s the reason?


A: Sir, there are [different] tactics. Do you think there is only one way?


Q: Your tactics have changed?


A: That’s possible … I don’t admit that I have disassociated myself [from politics]. Maybe there is a change in tactics.


Q: In the ’70s, the country’s leftist forces were supporting the Baloch nationalists. The Soviet bloc was there. Today, it does not have any such support.


A: The Soviet bloc never gave us any armies. It only gave us books.. Whether the Soviet bloc is there [or not] … injustice is still there.


Q: But moral support counts. People drew inspiration from the former Soviet Union.


A: I don’t know to what extent the Soviets supported [the nationalists]. Ideology does work, but guns and weapons play a more important role. The Soviets did not give us any guns, bombs or weapons.


Q: The ’70s movement is viewed as the high point of the Baloch nationalist movement.


A: I think the present times are the high point of this movement compared to that period.


Q: Why did the key Baloch leaders of the ’70s fail to evolve a common strategy once they were freed from prison? Ghous Bakhsh Bizenjo formed his own Pakistan National Party. Attaullah Mengal went into self-exile in London, while you, too, after a brief stop over in Europe, went to Afghanistan.


A: Maybe there was a change in thinking, which led to a change in practice. [Some] chose the wrong path or we picked one [which was wrong]. Some were diverted, afraid, or bought over … I don’t want to talk about who did what.


I first went to Europe for a brief period and then to Afghanistan. My tribesmen also went to Afghanistan.. We have this pattern – a convention. My grandfather also went to Afghanistan to seek the help of the Muslim king against the British.


Q: The Afghan governments of those times have a history of supporting Pakistan’s nationalists.


A: Yes, they did; Dawood Khan supported us.


Q: Critics say that the movement of that time was tribal in nature and was not a nationalist movement. There was no united front of the Baloch.


A: This is a phase of our history. Tribalism is part of our society … It was tribal as well as for the Baloch identity.


Q: Don’t you think that the lack of a central leadership and divisions within the nationalist movement are weakening it?


A: This has happened everywhere in the world. The better option would have been to have a single party. If it is not there, an alliance will do. I will not say it is correct, but unfortunately, they [the nationalists] are divided. Being divided is not an ailment that cannot be cured. Even the Soviet revolution was not brought about by the power of Bolsheviks alone. Bolsheviks led the revolution by giving a correct thought, correct analysis and a correct diagnosis of the ailment. Then, the people helped.


Q: If you compare the ’70s movement to that of 2009, are the Baloch nationalists as divided as they were back then?


A: I think they are more united now. Even young kids, whose elders used to do nothing and had no concern other than bread, are talking about a free Balochistan. They will be tomorrow’s soldiers – at least, one or two out of 10.


Q: If you were asked to define your politics ideologically, how would you define Khair Bakhsh Marri – as a nationalist or a Marxist?


A: I am afraid to say this openly. [But] I believe that justice should be done in Balochistan in proportion to the bloodshed and the price being paid there.


Q: There was a time when you were seen as a Marxist tribal leader. Has there been a change?


A: There has been a change. I don’t know whether it’s [a sign of] maturity or immaturity. I don’t want to upset the American government.


Q: Can a movement be organised on progressive ideals in a tribal society?


A: It can be done but with hard work.


Q: So far, it has been observed that the Marri tribe has been in the lead in the armed movement.


A: I can’t say that my tribe remains in the lead. Yes, it is satisfying that we are part of the movement. But Nauroz Khan and others started this movement much earlier when the Marris had no role in it.


Q: What is your main grievance against Pakistan?


A: Our freedom has been snatched.


Q: Is this your personal view or that of the majority?


A: At the [time of] creation of Pakistan, we were asked whether we wanted to join India or Pakistan. And we said we wanted independence. As a state, we never had any connection with Pakistan. Our language, culture, history, geography were never the same.


Q: Is there a chance of any compromise? In all political movements, there is room for talks.


A: You must have observed, and I also think, that sometimes I am impolite or say things that are considered uncivil, but which I think are absolutely civil. We cannot live with the Punjabis. There is no room for compromise in my book. We have to get rid of them.


Q: Don’t you think 62 years after independence, all the provinces are now politically and economically integrated and staying united seems to make sense?


A: [It seems so] because we are not free … [But economically] we do not have to depend on others. We have sea, land, vast resources. It is others who depend on the Baloch; the Baloch don’t have to depend on others.


Q: The entire country is open to you.


A: Sir, the entire world is open to us, why should we confine ourselves to this country.


Q: If we talk about the past, Zulfikar Ali Bhutto’s democratic …


A: Bengal was denied [of its rights], you call that democratic? Aren’t you doing an injustice? They [the Bengalis] had a majority in votes, in numbers. And despite that, you call it democratic? Why do you misguide people?


Q: Those tragic events are a part of history. But Bhutto’s constitution was supported by all, including Baloch nationalists.


A: I wish we were more mature, especially after what happened with Bangladesh. Maybe we were so scared, so frightened that we thought it was sufficient. But a simple man like me didn’t sign that constitution ... I thought that this constitution does not [provide any] salvation. You could call it my obedience or timidity, but as I didn’t like it, I thought [I should] express [my displeasure].


Q: The Baloch launched an armed resistance against Bhutto’s elected government. But when a dictator, General Zia-ul-Haq, was in power, the nationalists remained silent. Why?


A: That was the low ebb of our freedom movement. All movements pass through such phases.


Q: When your movement was at its peak in the ’70s, the Baloch were not in it alone. There were other leftist elements who remained part of the movement. There was a London group … then why do you talk in such a disparaging manner about one ethnic group?


A: (Laughing) There were only four, five people in the London group. But they could not remain with us. [Maybe] because of our mistakes or because their time line for adventurism was over.


Q: What was the role of the London group?


A: I don’t know exactly because I had never been to the mountains [to fight]. But I have heard that they used to fight, write and explode bombs. One lost an eye, another got his hand slashed.


Q: Don’t you think the solution to the Baloch problem lies in democracy?


A: No, not with this rival. Not with the Punjabis.


Q: In politics, the doors of negotiations are never closed.


A: Negotiations remained open for 60 years, but we could not find a way. For us, the doors are closed.


Q: It is said that a lot of money was spent on Balochistan’s development and progress during Pervez Musharraf’s tenure.


A: Brother, when someone is asking for freedom, you offer them an increase in salary – even that is a lie. They are offering us some leftover meat on the bones … We are talking of freedom.


Q: The demand for freedom appears to come from only two, three tribal chiefs. It does not seem to be a popular movement in Balochistan.


A: All this army, these killings, exiles, arrests, torture … don’t you think they are a deterrence [in building a popular movement]? There are so many obstacles.


Q: There are allegations that a few tribal chiefs are opposed to development.


A: Which few sardars – Marri, Bugti and Mengal? I would have joined the Muslim League if this sardari was a paradise for me. [I would have] got motors, planes, a share in oil, become the chief minister – made money. Even in this age, I go to Afghanistan [in exile], go to jail – all the time I’m afraid [as to] when the policemen will break the door, drag us away, arrest or shoot us. What do you think I am – a normal human being or a lunatic out of an asylum?


Q: People say tribal chiefs will lose their grip on their people when education and development come to their areas.


A: If there is freedom, the Baloch will decide about the fate of the sardars. At your place, are there political parties in the western sense, who do issue-oriented politics? There are Chaudhrys, Khans, Nawabs, Pirs! Do you have issue-based politics? There are baradaris – is there any politics based on ideology or is it just opportunism?


Q: Is the present government sincere in resolving the Balochistan problem?


A: Yes, it is sincere in resolving the issue by defeating us. It is sincere in defeating us, breaking us, bending us, forcing us to flee and surrender. For this, they have to tell big lies, tempt people with money, [launch] operations … This shows how sincere they are.


Q: President Asif Ali Zardari promises to resolve the Balochistan issue. Do you see any ray of hope?


A: What is Zardari’s status? He is a puppet..


Q: Other nationalists welcomed it.


A: Whom do you call nationalists? Except for BNF or BNM, who are the other nationalists working openly?


Q: There is the National Party.


A: You call the National Party nationalist! In the eyes of the Baloch, it is not.


Q: You don’t see any democratic solution to this problem?


A: [We] tried, but were let down. Democracy does not exist here.


Q: What is the way to reach a settlement?


A: There is only one way to reach a settlement: you get out of our house. After that we will see what our relations will be. But I am sure you are not going to leave – by you, I mean the Punjabis and Mohajirs.


Q: Your son Chengaiz used to be a PML-N member. Your other sons were also part of the system.


A: Not all of them.


Q: Chengaiz was in PML-N. Gazen remained member of the provincial assembly, a minister …


A: Today it is not the same Gazen. You won’t be able to give references of any other sons of mine.


Q: Out of your four sons, who is to be the successor of your politics and ideology?


A: My heirs are not just my legitimate sons, but all those Baloch who respect us, listen to us and [are willing to] sacrifice.


Q: Do you think the tragic killing of one of your sons, Balach, could have been prevented?


A: Balach was following a path where death followed him at every step. The regret is that it came too early. He could have done more work. There used to be study circles, but Balach never attended them. He was a youngster who enjoyed life. When he returned from London, he was a changed man. I never thought he would be successful, but he succeeded.


Q: Worldwide, all such movements have a face. But the Baloch armed movement is without one. There is a shadowy BLA and the Republican Army, but they have no known leadership. Don’t you think this is a weakness?


A: There are no names? I think they are working under two banners.


Q: Do you endorse the tactics of these militant groups?


A: In today’s street language, I agree with them 110%.


Q: Pakistan has recently blamed India for fomenting violence in Balochistan. What do you think?


A: Right now, the most disturbing thing for us is [Pakistani] helicopters and planes. We are not getting those [from India]. What help is it [India] giving us? Providing us bullets, Kalashnikovs? They are available in the market here.


Q: You have spent a lifetime in politics. In the final analysis what have you gained and lost?


A: I can’t say what I lost or gained. But the Baloch are moving forward. Consciousness is increasing among them. Their numbers are rising. Out of 100, 25 will also raise arms.


Q: If you were asked to do a critical evaluation of your own politics and movement …


A: Self-criticism? I am not going to do it.


Q: There must be something for public consumption?


A: Being human, there are weaknesses. But why should I tell others about them – so that they [enemies] can further stab me with a dagger? If I reveal this before you, the government will also listen in. I will not commit the sin of sharing my weaknesses.


Q: How do you spend your time in Karachi these days?


A: It’s unfortunate, [but] the Marris bring their small and big disputes for settlement. Presently, I don’t have the strength to do much reading but occasionally I do spend time reading.


Q: One of your passions is cockfighting. I could hear roosters even during this interview.


A: Yes, this is my childhood passion. It existed even when I was a young man and stayed with me throughout my jail days. People think it is a bad thing; I think so too, but it is no secret that I keep roosters. [Though] I fail to understand [why I do it]. (In a lighter tone) Sometimes I think I need the help of a psychiatrist. Now I only keep roosters that are fit to fight but earlier on, as a child, I used to pick even the normal ones.


I believe it is a sin … the way they fight, get injured and die … but I still keep them, though I have stopped going to the ground [to watch the fights] for a long time now. ENDS

12 terrorists held in Quetta, These men were arrested before Ramadhan

BalochWarna has learned from Independent sources that these 12 people were abducted by the Pakistani Intelligence agencies in the before Ramadhan (Muslim holy month/Fasting month) and have been held and tortured in secret illegal detention centers of Pakistani army. The police and Intelligence agencies have failed to arrest those involved in sectarian violence across Balochistan. That is why they are blaming these innocent men for violent activities, to cover up there failure. According to information that we have received these men have never been to Afghanistan or any other country. These men are common laborers who have been abducted from different regions in Balochistan and now have been accused of terrorist activities. It is a matter of shame on the part of Pakistan’s print and electronic media as they did not publish the story of two Intelligence agencies personal who were caught red-handed trying to target kill an innocent teacher in Mastung town in Balochistan, but they are portraying these innocent men as terrorists without any proof and information.

12 terrorists held in Quetta

QUETTA: Twelve terrorists apprehended by the Quetta police have confessed to their involvement in 28 incidents of targeted killings, blowing up railway tracks, hurling hand grenades and motorbike blasts in various parts of the provincial capital.

Addressing a press conference here at his office, CCPO Quetta Abid Hussein Nutkani said the terrorists, including Azeem Bugti, Rahim Bugti, Karim Bugti and Khairullah Bugti, told the investigating officials that they were being trained and funded by elements based in Afghanistan.

They revealed that Brahmdagh Bugti had organised four terror groups, which were active in Quetta, Mastung, Hub, Karachi, Jhat Pat, Tumple, Dera Bugti, Sui and other areas. Targeted killings, blowing railway tracks, hurling hand grenades at the houses of settlers and government officials and bomb blasts were the hallmark of the activities of these terrorists.

Nutkani said that police were still searching for four other terrorists including Bhagi Bugti, Din Muhammad Bugti and Salaam Bugti, who are involved in various acts of sabotage. Sources said that these persons were taken into custody during raids at Sariab, Killi Qambrani, Kirani and adjacent areas. They have been shifted to some unknown place for interrogation.

Dera Ghazi Khan and Baloch Struggle for Independence

The only objective of Baloch national struggle is the revival of a sovereign Democratic United Balochistan State, and its territory must cover the geography of Baloch Nation, which includes Western Balochistan (Iranian occupied Balochistan) and Eastern Balochistan, including Derajat (Pakistani Occupied territory).

Dera Ghazi Khan is an integral part of united Balochistan. The British Government with its anti Baloch policy, hatched a conspiracy and got Dera Ghazi Khan separated from the Kalat State, a symbolic name of Balochistan, a Baloch sovereign state. However it is a fact that a part of Dera Ghazi Khan, stretching from Dera Ismail Khan and Southern Waziristan, on the north to the border of Sindh on the south known as the Tribal Areas, was never the part of British India and the Tumandars, the Chief of Baloch Tribes, enjoyed the status of Heads of the States in their respective tribal territories. The partition of subcontinent was in fact the partition of territories of British India as such the Baloch Tribal Areas did not automatically become the part of Pakistan, under British Act of Independence of India 1947. In fact the relations of Baloch Tribal Areas with British Government were based on bilateral agreements. Just at the eve of creation of Pakistan all the Tumandars of Baloch Tribes of Dera Ghazi Khan who were virtually Head of the States held a session under the president ship of Sir Jamal Khan Leghari in which Tumandars of Qaisrani, Buzdar, Khosa, Lund, Leghari, Gorchani, Dareshak and Mazari Tribes and other representatives of the tribes, participated in the Session at Fort Munro, the summer headquarters of Dera Ghazi Khan District, which were covering about 12 square miles area, which were leased out to the Government of British India by the Leghari Tumandar. It was decided unanimously in the grand Session of Baloch Rulers to declare Baloch Tribal Areas as Independent and Sovereign. And compliance with the decision in the Grand Session of Baloch Rulers the Union Jack at Fort Munro was removed and ceremoniously The Balochistan National Flag was hurled there.


The people of all tribes of Dera Ghazi Khan are ready and prepared to welcome Baloch Sarmachaars struggling for Independence of their motherland and to form Democratic United Balochistan State as a sovereign and independent state, and it is fact that no Sardar whosoever he may be can obstruct the struggle of Baloch freedom fighters.

Balochistan: two men including a security personal killed, and several injured in different attacks

QUETTA/DERA MURAD JAMALI: One person was killed and four others injured when a grenade was hurled at a shop on Quetta Road on Tuesday, police sources said. According to the district police chief, Nazir Ahmed Kurd, three men on motorbikes hurled a grenade into a welding shop owned by a settler, Mukhtar Ahmed, and fled the scene. One of the workers in the shop, Ghulam Hussein, died while the shop owner Mukhtar Ahmed, Muhammad Akbar, Muhammad Azhar and Muhammad Akmal were seriously injured. Police have started an investigation.

According dailyTawar news paper BRA (Baloch Republican Army) claimed the responsibility for the attack on the settlers in Dera Murad Jamali.


Separately in Quetta an FC personal was shot dead while he was standing at the fruit shop. According to details the FC personal Khalid was standing at the fruit shop when unknown men opened fire at him, he died at the spot. The attackers managed to escape from the scene. On the other hand a huge blast has been heard in Khuzdar but the place of the blast has not been identified yet.


A spokesperson of BLA (Baloch Liberation Army) called news agencies and claimed the responsibility for the killing of the FC personal in Quetta. Mr Jaind Baloch also claimed the responsibility for killing a Workers Party member Mr Shams in Khuzdar. Mr Jaind said that his organisation had warned the Workers Party member to mince his way and quite his anti Baloch activities but he had ignored the warnings. Eventually the Organisation has decided to kill him.


In addition BRA’s spokesman Mr Sarbaaz Baloch claimed that his organisation have killed three settlers and injured five in Dera Murad Jamali. He said the blast was carried out using a remote controlled explosive. He also claimed to have blown up an FC vehicle which at Gandoi area of Sui. The vehicle was being used to supply ration to the FC camps. Mr Sarbaaz alleged that three security forces personal were killed and ten others injured this attack.


A Baloch mother’s plea to International Human Rights Organisations


Quetta: The mother of BSO (azaad) vice chairman Mr Zakir Majeed has appealed the International Human Rights Organisation to the safe recovery and release of her son. Mr Zakir Majeed has been abducted by Pakistani’s Intelligence agencies on 8 June 2009, from Mastung.


The mother of Baloch Student leader said that it has been over three months and she has not heard of her son’s whereabouts. In her statement she said she was very concerned about her son’s conditions and safety, as she has heard that her son is being severely tortured in secret dungeons of Pakistani army.


“My son did not commit any crimes, he was a social and student activist, who has been struggling for the safeguard of humanity”, she said. If my son has committed any crime he should be brought before court of justice and given a fair trial, she added. “I therefore appeal to International Human Right Organisation to help recover my son” she appealed.

First Martyrdom anniversary of Banuk Gull Naz Marri observed




Quetta: A large number of Baloch men, women and children gathered in News Kahan Quetta to mark the first Martyrdom anniversary of Banuk Gull Naz Marri. Banuk Marri was martyred on the night of 16 September 2008, when Pakistani security forces (FC) raided New Kahan Quetta. They opened fire on the people coming out of the Masque after readying (taraveeh) prayer. Gull Naz Marri, 50, mother of four children, was shot in the chest and several others injured as well. She died because of bleeding as the FC did not allow anyone to take her to the doctors.


Prayers were offered for the departed souls of thousands of Baloch named and unnamed Martyrs who have sacrificed their lives protecting Baloch honour and Baloch motherland.

The speakers said that Baloch women like other Independent seeking nations are playing an important role in Balochistan’s Liberation struggle. They said that Baloch sisters were struggling shoulder to shoulder with their Baloch brothers against the occupying forces in Balochistan. “The martyrdom of Banuk Gull Naz Marri, the injuring of Banuk Shahnaz Baloch and the illegal detention of zarina Marri are all signs of Baloch women’s active participation in Baloch Liberation Movement.

In the end of the first martyrdom anniversary of Shaheed Gull Naz Marri the participants prayed for the success of Baloch Freedom Struggle and Baloch Freedom Fighters. The event was Organised by Injuman-e-Itehad-e- Marri.

On June 14, 2008 there was a well attended demonstration outside the Quetta Press Club.This incident was well reported in the National news papers, but it did not make any headlines nor any ripples were caused in the national way of life of an ordinary Pakistani citizen. This event passed un-noticed and was soon forgotten as many fiascoes and malfeasance are wiped like dust under the carpet in Pakistan. Why were these people agitating? This will be deliberated subsequently, but the point of concern and worth noting is that no one from the Government whether it was the CENTRAL or the PROVINCIAL took any note of this minor incident.

One NGO by the name of AZAT foundation tried to highlight the rights concern and miseries of these demonstrators.The reason for this commotion, brouhaha and demonstrations were the termination of the services of out sourced workers by Pakistani Contractors such as Capital drilling, Security 2000, RAK MOR Drilling, Zain Company, Zia & Brothers.

In April 2008, Zain Company terminated the services of 40 (forty) drilling assistants and recruited novices and non-locals. This caused a lot of resentment and indignation amongst the local population and this was the focal point and reason for the demonstrations in front of the Quetta Press Club.

One Ponders why such high profile companies are working with alacrity in Balouchistan and what are the stakes? The stakes must be very high for such mega conglomerates who are rapacious and reticent to work in remote undeveloped hazardous, hostile and barren terrain.

The reasons are the high deposits of gold and copper which are found in REKO DIQ and SAINDAK in Balouchistan.

Reko Diq is a small town in Chaghi District, Balouchistan having the worlds largest Gold and Copper reserves. Reports emerging from various sources indicate that the US $ 65 Billion natural deposits might have been sold for a meager US $ 21 Billion to TETHYAN COPPER of Australia which has taken the contract to develop this mine while BARRICK GOLD CORPORATION of Canada (a JEWISH Company) and ANTOFAGASTA of Chile have a joint-ownership of the copper-gold deposit at REKO DIQ.

Is Baluchistan becoming another East Pakistan?

Islamabad faces today practically the same situation in Baluchistan as it did in East Pakistan. The former is as increasingly getting alienated from Pakistan as was Bangladesh in the midst of liberating itself. The army was supreme then as it is today in Baluchistan. Zulfikhar Ali Bhutto, then heading the Pakistan People Party (PPP), was backing the shocking methods of the army, no different from the ones adopted against Bangladesh.

Yet East Pakistan broke away from Pakistan and became a free independent state in December 1971. Baluchistan may go the same way if Islamabad does not wake up to the excesses committed in the province. Shooting down one’s own people for asking for a place in the sun is creating a cleavage which will be difficult to fill. After the experience of Bangladesh, Islamabad should have learnt the lesson.

A representative of Baloch National Movement met me more than a year ago at a conference in one of the South Asian countries. He said that if Baluchistan had a border with India, it would have broken away from Pakistan by this time and joined India. That is the reason why New Delhi is suspect in the eyes of Islamabad. His narration of cruelties perpetrated on the Baluchis had a familiar ring because I had heard the same thing in Dhaka after the Bangladesh liberation war. I was told how the cream of society was killed in cold blood.

I think President Asif Zardari made a right move last September when he offered apologies to Baluchis and promised to begin a new chapter. All the three armed groups – the Baloch Liberation Army, the Baloch Republic Army and the Baloch Liberation Front — had announced a ceasefire. But Zardari failed to take the corrective steps like withdrawing the security forces, tracing ‘missing’ people, releasing political prisoners and stopping the construction of cantonments in Baluchistan.

Zardari could not convince the army and intelligence agencies that Baluchistan could be won back, not through arm-twisting but through showing concern over the excesses by the security forces.

Conditions have further deteriorated in recent years. The result is that the standard of independence is flying at the many buildings in Quetta, Baluchistan’s capital. Pakistan national anthem is not being sung in schools. Only a few days ago there was violence when the security forces tried to stop functions held on the third death anniversary of Nawab Akbar Bugti.

True, he was killed in a military operation during President Parvez Musharraf’s regime. But the Zardari regime has not punished the killers to apply the balm on the Baluchi wounds. He has even failed to file a case against Musharraf for the ‘murder’ of Bugti. They who are turning their anger against Musharraf into anger against the government, headed by the PPP, would have felt a bit compensated.

Baluchistan can still be retrieved if steps are taken to make the Baluchis feel that they are masters of their own affairs. I recall when I met Bugti more than 35 years ago when he was Baluchistan’s governor and said repeatedly that Bhutto must decentralize power. This was a genuine demand. We talked for almost five hours and found that he was reconciled to Islamabad’s rule provided it transferred to Quetta all subjects except Defence, Foreign affairs and Communications. When I conveyed this to Bhutto during the meeting the following day, he said he had already a tape of our five-hour-long talk. This was the way of Bhutto’s functioning. Subsequently, he dismissed Bugti and went on to employ authoritarian ways to rule the country. Bhutto also did not concede the Baluchis’ demand for control over their natural resources. Nor did he enhance royalty on the gas from the fields in Baluchistan.

Islamabad continues to suppress the Baluchis in a ruthless manner. The security forces have killed three popular Baluch leaders, including Ghulam Mohhamed Baloch, chairman of the Baluch National Movement, in the last couple of weeks. The whisking of defiant popular workers remains unabated. These are the same methods which cost Pakistan its eastern wing.

True, Baluchistan does not have a charismatic leader like Sheikh Mujib-ur Rahman leading the movement for independence in East Pakistan. Still Bramdagh Bugti, a grandson of the slain Akbar Bugti, is a magnetic young man of 28 years. He is becoming the focus of independence movement. If Zardari were to take the matter in his own hand, he would be successful in solving the Baluchistan problem. Prime Minister Yousaf Raza Gilani is seen as the face of the army which has evoked so much alienation as it did in East Pakistan.

The tragedy is that the Punjab dominated Pakistan continues to be a unitary set up while its structure should be federal. It is difficult to say how the situation would develop in Baluchistan in the future. But one thing is sure that laying the blame on India or using more and more force will be counter productive.
